Protocol v.2024.1

Anti-Fraud
Operations Manual

A technical guide for securing the domestic communication perimeter against Canadian vishing syndicates and impersonation tactics.

Evolution of Telecommunication Fraud

Phase I: The Analog Era (1990-2010)

In the early stages, fraud was limited by the physical constraints of the Public Switched Telephone Network (PSTN). Scammers utilized "cold calling" techniques with high operational costs. The transition from simple telemarketing to fraudulent "Grandparent Schemes" began here, relying on basic social engineering without the aid of digital spoofing.

Phase II: VoIP and Spoofing (2010-2020)

The development of Voice over IP (VoIP) technology drastically lowered the cost of international calls. This era saw the rise of Caller ID spoofing, where attackers could mirror local Canadian area codes or government agency numbers. This technological shift necessitated the introduction of the STIR/SHAKEN framework by Canadian regulators.

Phase III: AI and Deepfakes (2021-Present)

Modern threats now incorporate Generative AI to clone voices. A 3-second audio sample is sufficient to replicate a family member's voice with high fidelity. Current protocols must account for these synthetic audio vectors, moving beyond simple number blocking to multi-factor verbal verification systems.

Operational Threat Levels

01

Routine Monitoring

Standard operation. All unknown numbers are screened via automated voicemail. No financial data is disclosed over unverified channels. Refer to the Vishing Evolution guide for baseline indicators.

02

Active Impersonation

High volume of CRA or Police impersonation calls reported in the region. Require "Safe Word" verification for any calls claiming to be family members. Review CRA Impersonation protocols.

03

Compromise Detected

Unauthorized access to accounts or successful social engineering event. Immediate execution of Incident Response is mandatory. Freeze all linked financial instruments.

Standard Operating Procedure: Incoming Calls

"Verification is the primary defense against social engineering. Silence is the secondary."

To effectively protect elderly residents, a rigid communication framework must be established. The transition from "polite conversation" to "technical verification" is the most difficult step for many seniors. This manual dictates that any request for funds, gift cards, or cryptocurrency must be treated as a 100% confirmed threat until proven otherwise through out-of-band communication.

  1. Identify Caller: If the number is not in the contact list, do not answer. Let the call proceed to the digital receptionist.
  2. Analyze Request: Scammers use "Artificial Urgency" (e.g., "Your grandson is in jail"). This is a psychological trigger designed to bypass logical centers of the brain.
  3. Terminate and Validate: Hang up immediately. Call the person back using a known, saved number from the contact list.
  4. Hardware Implementation: Utilize physical call-blocking devices to filter high-risk international gateways.
mark-8322 WARNING: CRYPTOCURRENCY PAYMENTS

No Canadian government agency, including the CRA or RCMP, will ever request payment via Bitcoin ATMs, Ethereum, or retail gift cards. Any such request is a definitive indicator of a fraudulent operation.
